In the UK, what is the best way to create DVD inserts for case covers and input art work? Thanks.?

I am transferring my VHS onto DVDS and I wish to create some great art work on case cover. How do I do all this? Is there a site to guide me? A good program (UK) to download or buy? I know that in the U.S. it is possible to even put art work on disks. Can I do this in the UK? Your help is very, very appreciated. Tks.
